Should online platforms be legally required to treat all threats posted by users as criminal offenses, or does this risk undermining free speech?

As cyberbullying continues to occur on the internet, victims often receive threats from their attackers. Bullies have sent death threats, threats of harm, insinuated suicide, and some have even gone as far as to send threats of sexual assault. These threats are already bad on their own, but they can be even more damaging to victims who have previous trauma. It's also sadly not uncommon for attackers to actually take action and carry out their threats.
