On one hand, children should be able to receive the love and care that comes with a family as soon as possible. On the other hand, we can't guarantee that the family is willing to give that love and care unless the proper steps and procedures are taken. There have already been multiple cases of families who adopt/foster purely for the money or sympathy that comes with it, and that's despite the many regulations that they already had at the time. It's easier and safer to prevent children from going into unloving/dangerous homes in the first place than it is to try and go through another long process to get them out. Not all families who are trying to adopt are bad, but the few that are need to be sought out and avoided so that children don't end up suffering more.
