Do you think that people's belief in divine punishment is better for humanity?

Regardless of whether you believe in God or not, don't you think that the existence of a divine deterrent is better than its absence? I mean, it reduces and may even deter some people from doing bad things. I mean, if you are an atheist, what would stop you from doing something bad that you could benefit from if you were above the law and had sufficient power? Let me give a simple example. I am a person with immense power and authority, and I have the ability to rob a bank. What could possibly stop me if I am absolutely certain that I will get away with it without punishment?
